NORTHERN MORRIS INTERLEAGUE

MINOR DIVISION RULES

  • The Northern Morris Interleague baseball league consists of the following participating towns:

Morris Plains      Rockaway Borough     Wharton    Dover

  • For the 2009 season we have 15 Minors teams.
  • The league will be divided into two divisions (American and National)
  • The divisions will have either 7 or 8 teams in each
  • The season will consist of 14 games (combined home and away)
  • Two additional games for playoff rounds
  • The top three teams of the league will be entered into the playoffs.

League Rules

  • The league will following the Little League Pitch count rules on page 36 of the PLAYING RULES AND GUIDELINES (Option #2 (D))

à        Option #2 States the following:

  • If a player pitches 1- 20 pitches in a day, then the player doesn’t need any days of rest. (Pitcher is eligible to catch after this point)
  • If a player pitches 21- 40 pitches in a day, then the player is mandated (2) days of rest. (Pitcher is ineligible to catch after this point)
  • If a player pitches 41- 60 pitches in a day, then the player is mandated (3) days of rest. (Pitcher is ineligible to catch after this point)
  • If a player pitches 61- 75 pitches in a day, then the player is mandated (4) days of rest. (Pitcher is ineligible to catch after this point)

à        TRACKING PITCHES – Each team will keep of track of every pitcher, pitch counts, at the end of each half inning the two pitch counters will confirm with each other the amount of pitches the player pitched.  Should there be a difference from one count to the other the HOME team has the final say on how many pitches have been pitched.

  • The players will follow a continuous batting order
  • There will be unlimited stealing of bases, with the exception from third base to home plate (no stealing allowed)
  • When the ball is pitched it must pass the plate before any runner can attempt to steal a base.
  • When the catcher throws the ball off a pass ball there will not be any advancement of a runner on an overthrow
  • When the catcher throws the ball off a bunt or hit, and the ball is overthrown then the runner will be allowed to advance and additional base
  • For all other players on an over throw, the runner will take one additional base
  • Maximum runs to be scored per team per inning is 5
  • Should the situation occur where a team is in the third inning and a team is up by 10 runs,  the team that is leading will cease to steal bases, but continue to play, until the other team is again under the 10 runs or the game is over.
  • INFIELD Fly rule will be in affect this season.
  • Mercy rule will also been enacted after the fourth inning if a team leads by more than 10 runs.
  • Bunting is allowed

SUBTITUTION AND PLAYING TIME

  • Each town will follow its own minimum playing time requirements and substitution rules.

PLAY OFFS

  • There will only be three teams invited into the playoff rounds
  • The 1st place team will have a Bi.
  • The 2nd and 3rd place team will have a playoff game; the winner of that game will play in the championship game.

  • After every game each Manager will report to the town division coordinator the following items:

à        Date of game

à        Team and opponent team, town played

à        Score of the game

à        Players Names and Numbers who pitched during the game and their total pitch counts for both teams.

After each game the Division coordinator will update this information and send it to the League coordinator, this information will be sent to all coaches via email or posted on a web site for all managers to view.    There will be a National and an American Division
